    About your issues:
    1. This is MySQL configuration issue. You allow for more Apache threads than MySQL connections, so when your server has lot of clients and all Apache threads are busy there is not enough MySql connections. Please change MySQL fongiuration. Here is manual: MySQL :: MySQL 5.1 Reference Manual :: B.5.2.7 Too many connections
    2. I checked this URL in booth IE and Opera and in booth it works fine. Please note that under IE this link can look strange, but it is appropriate link - IE is just only browser in this word which doesn't support display of letters in % notation. It is still the same link - just see HTML output under Opera and you will see same % notation. Opera (and all other browsers excluding IE) just show it nicely. Also please note that this is world standard, so Google (and other robots) know how to interpret it and index it appropriately. There is no issue here (or I didn't understood what it is about )
