After moving to a new host having problems with encoding.
vBulletin 4.1.4
vB Enterprise Translator 4.7.2
MySQL MyISAM utf8_bin

Translated Russian text is displayed in this form:

Is the issue occurs if you temporarily disable vBET? Is the database on the old server was encoded in UTF?
We repaired coding messages for UTF-8 databases (vBET3 and vBET4) in vBET 3.9.0, 4.8.0. Please try update your vBET.

1. If you disable vBET, then the translated pages do not open at all. Example:

2. Yes. On the old server the database was utf-8.

3. Re-installed version 4.5.1 and 4.7.2 - problem remains.

The problem is solved. There was an error in connecting and setting up the Mysql server.
