After some reasearch I know what is the problem. In your version on vBET there some vBulletin bug:

NOTE: ushirikiano Hii alifanya archive yako kurasa kuwa na uwezo wa kutafsiri, lakini ISIPOKUWA archive kurasa ndogo forum - kuna mdudu katika vBulletin ambayo si kuruhusu kufanya hivyo.

We cannot fix this issue. Also, as I wrote in your other thread, your forum, expect subforum works fine. Take a look:
