i am using VB 4.0.2
and VBET 420

but multi languages not support in my forum.

All configurations beside characterset are made by Admin CP->Settings->Options->-- Show All Settings --. Some steps are marked as (ONLY for utf-8 charactersets) or as (Required for NOT utf-8 charactersets) - it means that you will made this steps according to yours forum characterset (how to check my forum characterset).

1. (Required) Set "Meta Description" - even if you use some mod which changes meta description for threads, please set some value here - otherwise RSS can be broken.
2. (Required) Set "Enforce Canonical URL" to 'Strict' - otherwise same page will be acceptable thought many URLs what is bad for SEO.
3. (Required for NOT utf-8 charactersets) Set "Number of Characters Before Wrapping Text" to '0' - otherwise vBuletinTM can break some characters taking more than 1 byte (i.e. from Japanese).
4. (Required for NOT utf-8 charactersets) Clear "Blank Character Stripper" value - otherwise vBuletinTM can break some Japanese signs (those signs are part of Japanese signs)

i only see number 1 and 2 only
where is the number 3 and 4 location?

It sounds like something is configured correctly on your forum... Are you using vbSEO?

Please just choose all options in vB - then you can find interesting option by ctrl+f and writing parameter name :) If you will still have an issue please let us know :)

What exactly doesn't work? Do you have working translations right now or cannot make vBET working at all? What happens when you go to translated page?

it can translate to multi languages
but when i post in other languages, it cant translate

i am using vbseo and i dont know where to put your .httaccess in vbseo.php

i think its using utf-8 charactersets

ISO-8859-1 <<<<<<<<< this is i found

but its english
my forum using indonesia.

how?

and where to put that .httaccess code?
i dont see vbseo.php rules there

he me too, still cant find this part in admincp --> vbulletin options until now

can anybody tell where is this part actually or some screenshot, only this part i cant find it, i use vb 3.6 btw :

i already know this direction

so this instruction mean i just need to make sure its writed like this utf-8, not like this Utf-8 or this UTF-8 right?
